It was the fourth edition of the men's tournament which is part of the 2023 ATP Challenger Tour and second edition of the women's tournament which is part of 2023 WTA 125 tournaments. It took place in Iași, Romania between 10 and 16 July 2023 for the men and between 17 and 23 July for the women.
