The Federation Council is the unconvened de jure upper house of the bicameral legislature of Iraq. As of 2021, no concrete steps have been made towards establishing the proposed upper house.
According to Article 65 of the Constitution of Iraq, it shall consist of representatives from Iraq's federal regions and governorates, and its responsibilities is to be determined by a law enacted by the Council of Representatives.
