After the Soviet Russian Red Army invaded Georgia and conquered the country in 1921, the Constituent Assembly of the Democratic Republic of Georgia (DRG) decided that the Government should go into exile and continue to function as the National Government of Georgia (NGG). The exiled government was headquartered at Leuville-sur-Orge near Paris, France.
