José Manuel García-Margallo y Marfil (pronounced [xosemaˈnwel ɣaɾˈθi.a maɾˈɣaʎo]; born 13 August 1944) is a Spanish politician who served as Minister of Foreign Affairs and Cooperation from 2011 to 2016. From 1994 until 2011, and again from 2019 until 2024, he was a member of the European Parliament.
