Manolis Vasilyevich Pilavov (Russian: Манолис Васильевич Пилавов, born 24 March 1964) is Russian a politician and sporting administrator from Luhansk, serving as mayor from 2014 to 2023. He is also the President of the Luhansk Football Federation, and in 2009 briefly served as the President of football club Zorya Luhansk. Prior to working in the field of sports administration, Pilavov was a civil engineer.

Pilavov was a member of the pro-Russian Party of Regions, which was the ruling party in Ukraine until it was overthrown in 2014. He opposed the revolution, and later supported the creation of the Luhansk People's Republic as an independent state. He was subsequently investigated by the Security Service of Ukraine, which declared him to be an active participant of an illegal armed group.
