Marcelino "Nonoy" Chicano Libanan (born September 20, 1963) is a Filipino lawyer and politician, currently serving as the House Minority Leader in the Philippine House of Representatives. He was formerly the Vice Governor of Eastern Samar and the Congressman for Eastern Samar, being awarded a standing ovation from the Public Attorney's Office of the Philippines. He became a party-list representative for the 4Ps Party-list in 2022 and was subsequently elected as the House Minority Leader of the Philippines.

Libanan was born in Quezon City, relocating to Taft, Eastern Samar. He attended Seminario de Jesus Nazareno and pursued higher education at the Divine Word University. In 1992, he was elected as the vice governor of Eastern Samar. In 1995, he lost in the congressional elections, filing an unsuccessful election protest. From 1998 to 2007, he served as the Congress representative for Eastern Samar. On April 18, 2007, he resigned.

After his resignation, he became the Bureau of Immigration Commissioner. Decades after, he became a representative of the 4Ps Party-list to the House of Representatives after the party-list gained 837,430 votes, 4.30% of the votes. He became the House Minority Leader of the 19th Congress of the Philippines. After his term, he wanted to return to his post as congressman of Eastern Samar, though he signed a deal with Incumbent Maria Fe Abunda. He ran for a second term as 4Ps party-list representative in the 2025 party-list elections.
