Marcelino "Marcy" Reyes Teodoro (born August 2, 1970) is a Filipino politician and former publisher who is the representative-elect for Marikina's first district. He previously held the seat from 2007 to 2016 and has served as the mayor of Marikina since 2016.
Born in Santa Elena, Marikina, Teodoro graduated with a Bachelor of Arts degree in philosophy at the University of the Philippines Diliman and pursued graduate studies at the Ateneo de Manila University. Teodoro entered politics in 1992 after being elected to the Marikina City Council. He was subsequently elected to the Philippine House of Representatives in 2007, serving three terms and ending his tenure in 2016 upon being term-limited. Teodoro sought the mayoralty of Marikina in 2016 and defeated incumbent mayor Del de Guzman; he would be re-elected in 2019 and 2022. On March 25, 2025, his mayoralty was suspended by the Office of the Ombudsman for its ongoing investigation into his administration's alleged misallocation of excess PhilHealth funds.
In 2025, Teodoro sought a return to Congress upon being term-limited as mayor, which was met with a disqualification case for material misrepresentation. Although he won the first district seat against Senator Koko Pimentel by a landslide, his proclamation has been suspended until an en banc decision for the case is reached by the Commission on Elections.
