Pakistan and Russia established bilateral diplomatic relations in 1991. Pakistan has an embassy in Moscow and Russia has an embassy in Islamabad. Both states are close allies and considered "strategic partners".

Prior to the establishment of the Russian Federation in 1991, Pakistan–Soviet relations were largely tense and hostile as Pakistan was part of the Western Bloc that opposed the Soviet-led Eastern Bloc. However, since the dissolution of the Soviet Union, Pakistan and Russia have generally maintained cordial relations. In recent years ties between Russia and Pakistan have warmed as a countermeasure to warming ties between India and the United States. The two countries carried out their first-ever joint military drills in 2016. Pakistan and Russia signed an agreement for the Pakistan Stream Gas pipeline from Karachi to Kasur, and reached a price accord by December 2016. Pakistan has also granted Russia access to a warm water port in the Arabian sea (Gwadar Port). Since Pakistan joined the Shanghai Cooperation Organisation ijn 2017, relations between both sides have deepened. Pakistan celebrated the 70th and 75th anniversary of diplomatic relations with Russia.

Russian president Vladimir Putin declared Pakistan as one of its primary partners in South Asia. Pakistani prime minister Shehbaz Sharif also considered strengthening ties with Russia as a foremost priority for Pakistan.
