Patrick Henry Hays (January 8, 1947 – October 4, 2023) was an American lawyer and politician from the state of Arkansas. A member of the Democratic Party, he served in the Arkansas House of Representatives from 1987 to 1989 and as the mayor of North Little Rock from 1989 to 2013. Hays was the Democratic nominee for Arkansas's 2nd congressional district in the 2014 elections to the United States House of Representatives.
