Penny Schwinn (born 1982) is an American educator and former Commissioner of Education for the U.S. state of Tennessee. She was appointed by Governor Bill Lee on January 17, 2019, and was sworn in on February 1, 2019. She resigned in May 2023. She was nominated by President-elect Donald Trump to serve as the United States Deputy Secretary of Education in January 2025.
