Shirley Gibson (died October 16, 2023) was a public official and politician in Florida. She was the first mayor of Miami Gardens, a majority African American city outside Miami. She served as mayor of Miami Gardens from 2003 to 2012.

She was born in Camilla, Georgia, and moved with her family to Key West as a child. The oldest of six children, she became a police officer. She graduated from St. Thomas University in Miami Gardens with a B.A. in Criminal Justice and an M.A. in Pastoral Ministry. She worked as a police officer for several years, before leading efforts for Miami Gardens to be incorporated as a city. Miami Gardens was incorporated on May 13, 2003, after which Gibson served as mayor. She hosted a radio talk show in Miami.

She married Robert Wimberly Jr. and had a daughter.
