Stephen J. Rapp (born January 26, 1949) is an American lawyer, academic and former politician who served as United States ambassador-at-large for war crimes issues in the Office of Global Criminal Justice. He previously served as Member of the Iowa House of Representatives from the 34th district from 1973 to 1975 and from 1979 to 1983.
