Viktor Nikolayevich Pepelyayev (Russian: Ви́ктор Никола́евич Пепеля́ев; 8 January 1885 – 7 February 1920) was a Russian politician, a supporter of Admiral Alexander Kolchak, a key perpetrator of the White Terror, and the Chairman of the Council of Ministers of the State of Russia.
