Liu Weihong, also known as Ruby Liu, is a Chinese property investment manager and as of May 2025 owner of Tsawwassen Mills in Delta, British Columbia, Woodgrove Centre in Nanaimo, and Mayfair Shopping Centre in Victoria, British Columbia, as well as Arbutus Ridge Golf Course. She was reported in 2025 to be a billionaire.

Liu moved to Canada from China in 2014. Liu became a permanent resident of Canada in 2017.

Her properties are administered from Ruby Liu Commercial Investment Corporation (RLCIC) head office in Nanaimo. According to official paperwork RLCIC's place of business was Richmond, British Columbia. As of May 2025 the RLCIC had a subsidiary called "Central Walk" corporation which holds the leases for the three shopping malls. According to its website, Central Walk also owned as of May 2025 a number of assets in Southeast Asia.

In 2019 Liu sold the Central Walk Shopping Mall in Shenzhen to Hong Kong's Link Real Estate Investment Trust for more than $1 billion.

In May 2025 RLCIC transacted for 28 commercial leases at Canadian shopping malls which were formerly owned by Hudson's Bay Company. She planned to launch a new department store chain in these locations.
